A little child

Hello!

Here is a photo of a little girl. From the light source and others, it is OK (only 1.5" x 2"). My trouble is her hair in combo with this shirt. For me, the hair with this blue pattern makes an almost closed circle (or oval), that I find unfavorable. What can I do? May I do more hair between the ears and neck? She has much more hair, just not on this photo. Or am I supposed to let that so? I have the underpainting of the shirt finished. Any advice?
